Facts : you are defending a client - she says - that she is a prison inmate, was cuffed on a number of occasions to a horizontal bar because of her unruly conduct - (case decided (between 2000 - 2006 ?) - the case started first as a 11th circuit court case - see Federal Circuit Courts map - http://www.uscourts.gov/courtlinks/ - then it ended up in USSC. decided between (2000 - 2006 ?)
